The policy accelerates South-South energy cooperation, with Vietnam's six domestic ethanol plants meeting just 40% of the required 1.5 million cubic meters annual demand. Cassava feedstock shortages compound the supply crunch, forcing major distributors like Petrolimex and PVOIL to rapidly upgrade blending infrastructure.
